As a matter of fact, the national authorities in some countries are encouraging the relocation of businesses and industries to smaller regional areas outside major cities. This trend obviously introduces both pros and cons but personally, I believe that the drawbacks do outweigh the benefits.

On the one hand, moving businesses and industries to smaller regions would have certain beneficial effects on entrepreneurs and the regional economic development. First, large cities normally offer expensive office space, and high production and operating costs. If businesses and industries are moved to smaller regional areas, these costs will likely decline significantly, thereby helping enterprises save a large amount of money. Second, the more business and industrial activities arise in deprived areas, the more jobs are created for local people there, meaning that the regional economy can be boosted. This would somewhat alleviate the development imbalance between major cities and other smaller regions.

On the other hand, relocation of company offices and other facilities from large cities to smaller regions would cause greater challenges. In terms of employment, it is immensely difficult for companies to hire skilled workers since the high-quality workforce is more likely to be available in big cities rather than small regional areas. Regarding transport and infrastructure, deprived regions with the undeveloped road system and poor transport facilities would hinder the activities of goods despatch or distribution. Moreover, companies based in regional areas will encounter geographical barriers in approaching their clients, service providers and other contacts. For example, if company offices are located far from their customers, companies can hardly provide instant offline support and have to bear higher costs for their staff to travel a long distance to get to client's places. This would undeniably put the enterprise to greater inconvenience related to conducting business activities.

In conclusion, although relocating business and industries out of metropolitan areas brings about both plus and minus points, it seems to me that too much would be lost as a result.
